Need help im noob

hi guys!
im new to rf equilibrium. i have been playing rf here in our country and found some diffrences. one thing i noticed upon making my character the returnee's weapon were'nt immediatetly stack on in my inventory so i have to ask in game about it and the people were so helpful saying i need to go to cp to buy it. so i decided to make this to ask more questions.

1.why is the weapons that are free the lvl 40 weapon box and 46 are not in my inventory because supposedly it is in my inventory upon making my new character.

2.why is it the weapons in my quest cannot be taken?

it's bugged / disabled / intentionally removed

just don't bother, enjoy playing and u'll use to it >:]]
